Is Source Engine allowed?

Hey first time I’ve been considering entering this and I’ve been trying to figure out if the Source 1 Engine is allowed for use. Valve made the the code available one GitHub awhile back and to run a game/mod created with this code just requires the user to install the SDK Base 2013 Singleplayer (or multiplayer depending on which version you choose) from Steam (which it does automatically upon trying to launch). Valves also got a FAQ up that makes it sound like they are okay with people using their assets as long as they are for a Source engine mod/game (which if I did use I would not be entering in those categories). Keep in mind I do not mean a map you boot up in CSS/TF2 I’m talking you launch the game/mod from Steam and it has it’s own .dll’s

Basically I guess what I’m trying to say is that I would like to enter but most of my development experience is with Source 1 stand alone mods/games and I want to make sure that it’s okay to do that so that I can focus more on gameplay then on trying to learn a new engine/tool set.

Since Unity is allowed I can’t see why Source shouldn’t be. The main requirement for tools has always been that it needs to be something that is readily available to everyone. It can even be commercial products as far as I know.
